“Hiring of Service for Repair and Maintenance of Vehicles and Provision of Vehicles on Rental Basis”(E-Bidding through EPADS)
National Competitive Bidding (Single Stage Two Envelope)
Pakistan Council of Research in Water Resources (PCRWR) working under Ministry of Water Resources (MoWR), Government of Pakistan invites sealed bids from the reputed firms/companies registered with Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) for Hiring of Vehicles on rental basis (with/without driver, with/without fuel) for official and operational usage for the period ending on 30th June, 2027 (extendable) in as per the following specifications/ requirements and for Complete Repair and Maintenance of Official Vehicles. The Details are as under:
Lot 1: HIRING OF VEHICLES ON MONTHLY RENTAL BASIS
1.1 Hiring of Vehicles on Monthly Rental Basis Double Cabin 4×4 full time, with/without driver and with/without Fuel. Model 2015 or above. Cost Must Include Driver’s Charges with its Accommodation and Food etc and all other applicable cost.The Vehicles will be utilized in all Over Sindh province 02 Nos (Budget 1.2 Million PKR per month)
1.2 Hiring of Vehicles on Monthly Rental Basis CAR model 2017 and or above full time, with/without driver and with/without Fuel. Cost Must Include Driver’s Charges with its Accommodation and Food etc and all other applicable cost).The Vehicles will be utilized in all Over Sindh province 02 Nos (Budget 0.8 Million PKR per month)
LOT 2: COMPLETE REPAIR AND MAINTENANCE OF OFFICIAL VEHICLES
2.1 Hyundai Shehzore Pickup (2006 Model)
The successful bidder shall be responsible for the complete repair, rehabilitation, replacement, installation, testing and commissioning of the Hyundai Shehzore Pickup (2006 Model). The scope of work shall include the supply and installation of a brand-new engine, complete repair/overhaul of all mechanical, electrical, steering, suspension, braking, cooling, fuel and exhaust systems, complete rewiring, supply of new tyres, replacement of all defective components, complete body restoration, fabrication of a new cargo carriage with steel floor and iron hood, interior refurbishment, full body painting, testing and commissioning to deliver the vehicle in a fully functional and roadworthy condition. 01 No (Budget 1 Million PKR)
2.2 KIA Sportage Jeep (2005 Model, 1998 cc Turbo Diesel)
The successful bidder shall be responsible for the complete repair, rehabilitation, replacement, installation, testing and commissioning of the KIA Sportage Jeep (2005 Model, 1998 cc Turbo Diesel). The scope of work shall include the supply and installation of a brand-new turbo diesel engine, complete repair/overhaul of all mechanical, electrical, transmission, turbocharging, steering, suspension, braking, cooling, fuel, exhaust and HVAC systems, complete rewiring, supply of new tyres, replacement of all defective components, complete body and interior restoration, full body painting, testing and commissioning to deliver the vehicle in a fully functional, safe and roadworthy condition. 01 No (Budget 1.5 Million PKR)
1. Regional Director, PCRWR Regional Office Karachi, invites E-bids through EProcurement (EPADS) under PPRA Rules, for the above mentioned scope of work from eligible bidders.
2. Bidding shall be conducted through E-Procurement (Open Competitive Bidding Single Stage Two Envelop) procedure and is open to all eligible bidders as defined in the bidding document.
3. Interested and registered eligible bidders on E-PADS may obtain bidding documents from EPADS, PPRA and PCRWR website (www.pcrwr.gov.pk ) respectively.
4. Interested and registered eligible bidder can participate through E-Procurement (EPADS) (https://eprocure.gov.pk/#/auth/login).
5. The fixed bid security/earnest money, for Lot 1 is PKR 100,000/- (Rupees One Hundred Thousand Only) and for Lot 2 is Rs. 125,000/- (Rupees One Hundred and Twenty Five Thousand Only) marked above in the shape of Pay Order/Demand Draft in favor of Regional Director, PCRWR, Karachi along with bid documents should be uploaded through EPADS (scanned copy) and hard copy must be submitted physically at PCRWR Regional Office Karachi not later than 11:00 am, 10th August 2026. No bid shall be accepted without tender fee.The Bid Security should be submitted separately for each Lot(s).
6. E-bids will be opened on 10th August 2026 at 11:30 am in the presence of bidders or their representatives at PCRWR Regional Office Karachi. If bid closing/opening date falls on local/national holiday, the date of bid closing/opening shall be the next working day on the same time and venue.
7. Bidders are required to submit two separate sealed envelopes containing (i) Technical Proposal and (ii) Financial Proposal, along with the Bid Security in the form of Demand Draft/Pay Order submitted separately in another sealed envelope, clearly marked accordingly, before the bid opening time at the address specified in the bidding documents.
8. Bids not complying with the requirements shall be rejected being nonresponsive. Alternate proposals and / or conditional bids shall be considered non-responsive.
9. Bids which are incomplete, not E-bids through EPADS, not signed and / or not stamped, late or submitted by other than specified mode will be rejected.
10. The contract for each Lot shall be awarded to the bidder who meets all technical and financial evaluation criteria.

LOT No.1: Procurement of I.T Equipment, and Field Accessories:

Proposals must be accompanied by a Fixed Bid Security 5% of the estimated budget against bidding /Lot in the form of Demand Draft, Pay Order or Call Deposit duly issued from a Scheduled Bank of Pakistan.
7. The bidder shall furnish a Bid Security equivalent to 5% of the estimated/budgeted cost of the Lot(s) applied for. The Bid Security Shall be submitted separately for each applied Lot(s). Bids submitted without the required Bid Security or with an insufficient amount shall be considered non-responsive. The required Bid Security amounts are as follows:
• Lot No. 1: Rs. 650,000/-
• Lot No. 2: Rs. 425,000/-
• Lot No. 3: Rs. 125,000/-
8. E-bids will be opened on 11th August 2026 at 11:30 am in the presence of bidders or their representatives at PCRWR Regional Office Karachi. If bid closing/opening date falls on local/national holiday, the date of bid closing/opening shall be the next working day on the same time and venue.
9. All bidders must submit their bids through EPSADS within the prescribed deadline. Bidders are also requested to remain physically present on the day of bid opening to participate in the bid opening proceedings.
10. Bidders are required to submit two separate sealed envelopes containing (i) Technical Proposal and (ii) Financial Proposal, along with the Bid Security in the form of Demand Draft/Pay Order submitted separately in another sealed envelope, clearly marked accordingly, before the bid opening time at the address specified in the bidding documents.
11. Bidders must clearly mention the make, model, and country of origin of the material for which they are quoting prices in their Technical Proposal for the purpose of technical evaluation.
12. Bids not complying with the requirements shall be rejected being nonresponsive. Alternate proposals and / or conditional bids shall be considered non-responsive.

AUCTION NOTICE
(E-Bidding through EPADS)
The Drainage and Reclamation Institute of Pakistan (DRIP), Pakistan Council of Research in Water Resources (PCRWR), Tando Jam, invites interested parties to participate in an online open public auction for the leasing of its fruit orchards (Banana, Mango, Guava, and Jujube) on an “as is, where is” basis through the EPADS portal (https://www.epads.gov.pk). Interested parties may visit the orchards at DRIP Tando Jam during office hours prior to participating in the auction.
Terms & Conditions
1. Auction Method: The orchards shall be leased through an online open public auction on the e-Pak Acquisition and Disposal System (EPADS). The deadline for submission of e-bids is June 30, 2026, at 11:00 AM. E-bids will be opened on June 30, 2026, at 11:30 AM at DRIP, PCRWR, Tando Jam, in the presence of bidders or their authorized representatives. Bidders must register on the EPADS portal and submit bids electronically; manual bids will not be accepted. Participants may submit and revise their offers through their EPADS accounts until the closing date. The EPADS system shall automatically determine the highest bidder after the auction deadline for consideration of approval.
2. Eligibility: Any individual, agricultural firm, or registered company based in the Lower Sindh region, possessing valid identification (CNIC), NTN/GST registration (if applicable), adequate financial capacity (supported by bank statement of the last 2-3 year’s), and relevant orchard management experience of 3–5 years, may participate in the auction.
3. Lease Period: The lease shall be valid for three (03) years, from 01 July 2026 to 30 June 2029.
4. Initial Bid Price: The initial bid price shall start as Lot-I (Banana-9 acres) Rs. 400,000/- per acre per year; Lot-II (Mango-3 acres) Rs. 350,000/- per acre per year; Lot-III (Mango-6 acres) Rs. 250,000/- per acre per year; and Lot-IV (Guava & Jujube – 2 acres) Rs. 150,000/- per acre per year). The bids below initial bid price for each lot will not be entertained. Each lot shall be auctioned separately, and bidders may participate in one or more lots.
5. Annual Increment: The lease amount shall be subject to an annual increase of
Rs. 15,000 per acre for each lot in the second year (01 July 2027 – 30 June 2028) and the third year (01 July 2028 – 30 June 2029).
6. Earnest Money: All bidders shall submit Rs. 50,000/- as earnest money (bid security) for each lot in the form of a Pay Order/Demand Draft/ Bank Transfer in favor of the Director General, DRIP, PCRWR, Tando Jam. Bids without earnest money shall be rejected. The earnest money of first three bidders for each lot will be withheld for 15 days. The earnest money of unsuccessful bidders shall be refunded without interest. The earnest money of highest bidder shall be returned after successful completion of lease period. However, it shall be forfeited in case of withdrawal of bid, default, or failure to sign or execute the lease agreement within the stipulated time.
7. Security Deposit: The successful bidder shall deposit a security amount equivalent to 5% of the total bid amount of respective lot within seven (07) days of issuance of the bid acceptance letter. Failure to deposit the required amount within the stipulated time shall result in cancellation of the award and forfeiture of the earnest money. The security deposit shall be refundable upon satisfactory completion of the lease period, subject to adjustment or forfeiture against any dues, non-payment, losses, damages, or breach of the lease agreement.
8. Lease Agreement: The successful bidder shall execute a formal lease agreement on e-stamp paper worth Rs. 1,000/- with DRIP, PCRWR, incorporating all terms, conditions, and payment obligations within 15 days of issuance of the bid acceptance letter. The copy of lease agreement containing detailed terms and condition may be downloaded from PCRWR website, EPADS or may be obtained from this office (insert: detailed terms and condition).
9. Right to Accept or Reject Bids: The competent authority reserves the right to accept or reject any or all bids at any stage without assigning reason. The authority may terminate the lease agreement of the successful bidder if contractual obligations are violated.
10. Liability: DRIP, PCRWR shall not be liable for any loss arising from natural calamities, pest infestations, adverse weather, market fluctuations, or government policy changes. Participation in the auction via EPADS constitutes unconditional acceptance of these conditions.
