Knowledge Transfer Partnership (KTP) between NCBI (PCRWR) and National Vocational and Technical Commission, Ministry of Education (NAVTTC) to produce skilled manpower

NCBI had designed and launched two diploma courses (water quality testing technician, wastewater quality testing technician) each of six months in collaboration with NAVTCC. PCRWR in collaboration with NAVTTC has designed and launched two diploma courses: Water Quality Testing; Waste Water Treatment (Batch-I completed). The six monthly training courses has given a unique opportunity to unskilled and jobless persons to understand water challenges, policy, technological and regulatory requirements of agriculture, domestic and industrial sectors at different stages of water consumption. The trainees were given exposure to various industries, PCRWR Farms and water supply infrastructure, wastewater treatment etc. and were also provided with knowledge to find and apply relevant job opportunities.


To develop into and sustain its position as the best training and capacity building institute in the field of water sciences and engineering at national and regional level.


  1. To provide accommodating, supportive and enabling environment to water professionals of different public and private sector water related departments of Pakistan to enhance their conceptual, managerial and technical capacity through carefully in-house and on-demand designed courses that are tailored to different cadres of water professionals.
  2. To ensure availability of quality faculty, computational facility and laboratories at the Institute for maximum academic satisfaction of the participants.
  3. To train ethically responsible water professionals and researchers who are innovative and are able to apply modern engineering principles and tools to ever evolving nature of water engineering and sciences.

Capacity Building on Water Quality Monitoring and SDG 6 (6.1) Reporting (Project Cost: 7.4 Million USD)

Relation with Sectoral Objectives:

  • Timely achievement of SDGs 6.1 and 6.2 and to reduce access related disparities alongside improvement of drinking water quality
  • Urgency to bridge existing gaps in access to safe drinking water (currently at 38%)
  • Improved investment on WASH as lower levels of public sector expenditure as percentage of GDP (0.22% in 2014-15)
  • Weaker institutional and technical capacities for joint Sectoral reviews at federal as well as provincial levels.

Scope of Work:

KOICA, MOCC, PCRWR, Punjab and KP Governments will cooperate for:

  1. Provision of Equipment for water quality management (36 district labs in Punjab, 7 divisional labs in KPK, 01 Lab in PCRWR at national level)
  2. Capacity Building of Policy makers, Master trainers and water quality lab staff.
  3. Dispatch of Korean Experts for sharing knowledge and experiences.
  4. Strengthening Coordination among MOCC and Provincial governments on water related issues
  5. Development of a Statistical Report on water quality in Islamabad

Areas of Interest & Training Courses

To take advantage of the facilities and fulfill its goals, NCBI plans to offer different courses and training programs of varying durations and complexity to water professionals of different government institutes/departments and students of public and private sector universities. The main areas of interest are:

  1. Climate Extremes (Droughts, Floods and Desertification)
  2. Water Management (Ground, Surface and Atmospheric Water)
  3. Water Quality (Domestic, Industrial and Agriculture Water)

The facilities at NCBI, sponsored by Ministry of Science and Technology, Government of Pakistan and Korea International Cooperation Agency (KOICA), Government of Republic of Korea, are tailored for in-depth training of above mentioned individuals. The facilities at NCBI includes state of the art laboratories and high-tech computational laboratories. The institute has boarding facility both for male and female participants which would initially be provided free of charge.
